case it is so stated specifically in the

agreement and the effect, therefore, I think,

is to make them entitled to the leave which,

under General Order 147, would only be granted

in exceptional circumstances in cases where the

right to it had not been specifically conferred

by the contract.

In short, I think that probably the

most reasonable construction you can put upon

these quite inconsistent documents is that,

with such a letter of appointment as is

mentioned, the officer has a right to the

vacation leave mentioned in Order 147.
